Two practices, one craft: bringing the public and private sectors into dialogue, in the public interest.

Isothymia Conseil, founded by Selim Lioui in Rabat in 2025, advises public and private decision-makers on regulatory, strategic and transformation matters. Drawing on nearly eight years of French experience in public affairs, strategic communications and executive advisory work, Isothymia works in particular with highly regulated sectors, on both the northern and southern shores of the Mediterranean.

In 2026, Isothymia broadened its expertise with an AI & Governance practice, led by Sami Mhidia, supporting organisations through the transformations brought about by artificial intelligence and data.

  1. Regulatory strategy

    Reading and anticipating the legislative and regulatory environment. Identifying risks and opportunities within reform cycles. Positioning private actors in public consultations and legislative procedures. Advice on trade-offs between compliance and commercial strategy.

  2. Institutional relations

    Building and maintaining relations with public authorities, regulators and institutional stakeholders. Preparing and supporting engagement with government counterparts. Representation in consultative bodies, trade associations and working groups.

  3. Strategic communications and advocacy

    Designing communications strategies aimed at public decision-makers. Drafting position papers, briefing notes, argumentation and advocacy materials. Support for institutional public speaking.

  4. Market entry and development in Morocco

    Supporting French and European organisations in understanding the Moroccan institutional environment. Mapping key actors, identifying the right counterparts, structuring relationships with public administrations. Advice on sectors with high regulatory stakes.

AI & Governance

AI within an institutional framework

  1. Deployment sovereignty

    Architecture and hosting choices consistent with sovereignty requirements: data localisation, control over technical dependencies, reversibility of contracts. Regulatory constraints are addressed at the design stage, not discovered at acceptance testing.

  2. Traceability at source

    Every answer a system produces is tied back to the documents it rests on. Traceability is not an audit log bolted on afterwards: it determines whether a system is usable in an administrative setting, where every decision must be justifiable.

  3. Nuanced control statuses

    A case file is not simply compliant or non-compliant: it is incomplete, awaiting an opinion, disputed. The systems we design make these states explicit rather than forcing a binary decision the case officer will then have to undo.

  4. Human validation

    Automation prepares the decision, it does not take it. Validation paths, escalation thresholds and lines of responsibility are defined with the operational teams before any development begins.

  5. French / Arabic bilingualism

    Processing of administrative corpora in French and Arabic, scanned documents included. Bilingualism is not a convenience: it determines whether a tool is genuinely usable within the Moroccan administration.
